RESOLUTION NO. 2010-11-187
A RESOLUTION RESCINDING RESOLUTION 2001-02-016 AND ADOPTING THE REVISED SNOW REMOVAL POLICY FOR NEZ PERCE COUNTY, AND FURTHER PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, it is the general policy for Nez Perce County Road Department to maintain the roads as shown on the state recognized transportation system in as safe a condition as possible during the winter months, depending upon available budget, manpower, and equipment; and WHEREAS, the adequacy of this policy is also dependent upon variables not within the control of Nez Perce County such as weather and the capabilities of the traveling public who must prepare for winter driving through prudent operating practices, use of winter tires and/or chains and adequate vehicle maintenance; and WHEREAS, this Resolution is intended to set general policy, not to forbid exercise of judgment by foremen or other County personnel; and WHEREAS, Resolution 96-03-023 (Microfilm No. 607108), was adopted by the Nez Perce County Board of Commissioners on March 27, 1996, establishing a policy for snow removal in Nez Perce County; and WHEREAS, the Board of County Commissioners rescinded Resolution 96-02-023 in its entirety and adopted Resolution No. 96-11-108 (Microfilm No. 615041) establishing a revised Snow Removal Policy on November 18, 1996; and WHEREAS, the Board of County Commissioners rescinded Resolution 96-11-108 in its entirety and adopted Resolution No. 2001-02-016 establishing a revised Snow Removal Policy on February 5, 2001; and WHEREAS, the Board of County Commissioners desire to rescind Resolution #2001-02-016 in its entirety and adopt this revised Snow Removal Policy NOW THEREFORE, Be it resolved by the County Commissioners of Nez Perce County, Idaho as follows:
SECTION 1: That the first priority of the Nez Perce County Road Department is the removal of snow, and the second priority is application of traction material. A system of sub-priorities has been set up as guidelines to aid foremen in making decisions, as follows:
- 1st Priority Heaviest traveled sections of highway (including most primary routes)and dangerous spots, such as steep grades, sharp curves with significant traffic levels, busy intersections, well-traveled bridges, arterials, and school bus routes. Indicated in green on the Nez Perce County snow removal map
- 2nd Priority Medium to heavily traveled sections of highway on primary and collector systems, including routes traveled by commuters. Indicated in blue on the snow removal map.
- 3rd Priority Lighter traveled sections of highway, including collector and local roads and roads serving winter recreation areas. Indicated in yellow on the snow removal map.
SECTION 2: That snow removal operations will generally begin after a snowstorm has subsided with snow to be plowed from roadways to provide two-way traffic as soon as practicable. Additional clearing of roadway shoulders and intersections may be performed after the initial snow removal operations have been completed.
SECTION 3: That the Road Department should place primary efforts on clearing roadways and will not be responsible for snow berms left in driveways, approaches and around mailboxes due to plowing actions.
SECTION 4: That traction material (defined as crushed aggregate and/or liquid de-icer) will not be applied until the roadways have been plowed. Use of traction material will be limited to paved roadways, intersections, overhead structures, and other areas determined by the Department to be hazardous. It will not be standard policy to apply traction material on straight stretches or on unpaved roadways because of a snow floor.
SECTION 5: That the Road Department shall not remove snow from private driveways and/or private property.
SECTION 6: With prior approval from the Board of County Commissioners, the Nez Perce County Road Department shall be able to make changes in priorities and levels of service based upon available budget resources as well as weather and road conditions.
This resolution is duly approved and adopted by the Board of Nez Perce County Commissioners on the 29th day of November, 2010.
